Today I happened to pass by what used to be an empty lot across from Kohl’s and noticed no fewer than three bulldozers (along with a couple of dump trucks) pushing what looked like dry cement into the lowest part of the lot.  It looks to be the beginnings of a foundation.  Anyone know if this is actually in the construction stages now?
