Road Update

bridgeThere really hasn’t been one on the county website for several days.  Some roads have received notices to proceed.  Pool Road, John West Road, and Downs Road were estimated to have been finished either last Friday (Pool and John West) or today (Downs).  I drove down Pool this afternoon, and they don’t look any closer to being finished.  Saw a Caterpillar vehicle and several piles of dirt across the road.

Also, I went to Clinton Nature Preserve today and it seems like there was a lot of damage to the trails from the flood.  Most of the narrower trails have been closed (caution tape tied to trees in front of the trail) and both pedestrian bridges have been closed.  The main trail near the amphitheater is open, but the one near the lake is closed after you walk past the lake.

    ARC, GRTA: Development “Not In Best Interests”

    Planned mixed-use development questioned by state agencies

    The Douglasville City Council voted in a special meeting Thursday to approve the city’s response to questions about a proposed development between Highway 5 and the Bright Star Road Connector.

    But it was not without disagreement.

    Douglas Place is a mixed-use development in excess of nine million square feet, according to City Manager Bill Osborne. The Connector crosses through it, he said.

    The Atlanta Regional Commission (ARC) and the Georgia Regional Transportation Authority (GRTA) are conducting a Development of Regional Impact review to assess the city’s plan of action on several issues, including how it will deal with the additional traffic the proposed development will bring.

    In its committee meetings prior to the called meeting, council members heard presentations from Michael O’Connor, an executive with Conroy Development Company, and Greg Teague, head of Croy Engineering’s Transportation Division.

    Their goal, along with the city’s, is to move the organizations’ initial impressions from negative to positive.

    “I don’t think they realize about the Rose Avenue and Highway 5 project and the Bright Star Road Connector,” O’Connor said, adding that the ARC and GRTA don’t think the project is in the best interest of the community.

    The two organizations are looking at the city’s plans regarding transportation, storm water, land use and other factors to make their determination,

    There was concern that the organizations might have received comment from someone locally outside of city government that could influence their review. City officials wanted to make it clear that, while they work cooperatively with the Douglas County government, the city of Douglasville is in the driver’s seat where this project is concerned.

    Councilman Terry Miller expressed his concern in the committee and called meetings about what he said amounted to an endorsement of a project council members were just getting a look at for the first time.

    “We’re endorsing something that might not be in the best interest of the community,” he said. “We’re being asked to endorse something at the last minute.”

    He asked that they “put the brakes on,” saying that the city has been “burned before” in approving plans that look one way on paper but the project looked different when complete.

    Mayor Pro Tem Roy Mims told Miller to “look at the big picture.”

    “You’re not being asked to endorse the plan,” he said, reminding Miller that this was just the city’s response to questions about the project.

    Councilman John Schildroth explained that the goal of the resolution was to “keep the dialogue between the parties involved — the city of Douglasville and the ARC — not the county.”

    Miller and Councilwoman Callye B. Holmes said they didn’t think it right to discount concerns expressed by the ARC and GRTA.

    The resolution was approved with Councilmen Charles Banks, Dennis McClain, Mims and Schildroth in favor of it. Miller and Holmes opposed it, and Councilwoman LaShun Burr Danley abstained.

    City officials, along with O’Connor and Teague, will meet with the ARC Monday and with GRTA Tuesday to present their plan of action and to respond to questions.

    “We are trying to have an official position from the council before these meetings,” Osborne said.

    Part of Dorsett Shoals To Be Closed

    Effective July 1, 2009, Dorsett Shoals Road between Hampton Mill Parkway and Chapel Hill Road will be closed for approximately 30 days.

    This closure is necessary in order to tie in the new roadway alignment to the existing roadway alignment. The intersection is being relocated 200 feet north of its current location in order to improve traffic operations and enhance traffic mobility along the corridors at the intersection of Chapel Hill Road and Dorsett Shoals Road / Anneewakee Road. The Dorsett Shoals Road detour route and signage will be posted on Coursey Lake Road to Central Church Road to Chapel Hill Road. When the road is reopened, traffic will be on the new completed roadway alignment.

    Intersection Improvements Finally Begin

    Intersection improvements have finally begun at the corner of Bright Star Road and Hwy 5.  I think they’ve been clearing land at the corner for about a week now.  Kept meaning to mention it here but kept forgetting.  I’ve emailed the county asking when they will be completed–as soon as I hear a response, I’ll post it here.

    The county DOT told me the intersection improvement project was being funded by the Georgia DOT.  Completion date, according to the Georgia DOT: June 30, 2009, which is seven months from now.

    Post Road Dog River Bridge Closed

    Found this on the county’s website.  I hope the Sentinel takes a picture of the hole.  It’s not online, and I don’t subscribe, so I don’t know if it’s going to be in Tuesday’s paper or not.  Most likely in Wednesday’s paper.  There might be something in the AJC about it, but I doubt it since they don’t even have a section for Douglas County news on their website.

    Where? Post Road bridge over the Dog River
    The Post Road bridge over the Dog River in western Douglas County was closed to traffic Saturday evening, May 31st, when an alert Douglas County Sheriff’s Deputy noticed that a hole had opened up in the asphalt in one of the traffic lanes of the bridge. The Douglas County Sheriff’s Department and the Douglas County Department of Transportation (DCDOT) closed the bridge to traffic as a precaution since the bridge is 57 years old, and has been scheduled for replacement within the next five years.

    The hole in the bridge is about 24 inches in diameter. No vehicles were damaged by going across the hole before the bridge was closed.

    DCDOT and Georgia Department of Transportation (GDOT) bridge inspectors and engineers will evaluate the structure on Monday to determine the bridge’s condition. It is too early at this time to determine whether or not the bridge will be able to repaired and the replacement schedule continue on its normal course, or if other options will need to be explored.

    Post Road is a major north-south corridor in western Douglas County, and is the major connector for travelers from southern Douglas County and eastern and southern Carroll County to Interstate 20; Post Road has an interchange with Interstate 20. The communities most affected by the bridge closure are Fairplay and Hannah.

    It is anticipated that the bridge closing will cause traffic problems during Monday morning’s rush hour due to the suddenness of the closing.

    Detours have been posted on both sides of the Dog River bridge.

    • South-bound motorists may use the North Helton Road – Liberty Road detour as a temporary route around the closure.
    • North-bound motorists may use the Banks Mill Road – Daniel Mill Road detour as a temporary route around the closure.
    • Truck traffic, however, should use Georgia Highway 5 as their alternate route; the smaller detour roads are not constructed to handle truck traffic (residential traffic only, small widths, curves, etc.).

    Lighted variable message signs diverting truck traffic to Georgia Highway 5 are posted on Post Road at Interstate 20 north of the bridge closure, and Post Road at Georgia Highway 166 south of the bridge closure. Residential traffic detours are marked closer to the closed bridge, and the bridge has been blocked off to prevent traffic.

    The bridge was last inspected in 2004 and received a sufficiency rating of 52.40, which predicated the current program to replace the bridge; a bridge rating of 50 or less usually requires a bridge replacement (pending other issues). The bridge was recently re-inspected under the required biannual Federal Bridge Inspection Program, but the results have not yet been received by the DCDOT. Load limits for the bridge were posted after the 2004 inspection, as follows:

    • 17 tons for H-Truck
    • 16 tons for Type 3 Truck
    • 19 tons for Timber Truck.

    The bridge was not restricted for any other traffic, and had not previously had load limits. The bridge had not been reconstructed since its construction in 1951.

    Post Road is a two-lane County road with a 45-mph speed limit on most of its length. The area is mainly residential in nature with subdivisions, estate land and farmland dominating its usage. The Post Road interchange with Interstate 20 is approximately 5 miles west of the City of Douglasville.
